REGULAR MEETING                                                                                                           JULY 21, 2003
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Eldredge & Lewis, P. Anderson, E. D’Agata, K. Demers, P. Latincsics, R. Hisey, T. Millix, L. Nicholls,
P. Pribula, M. Schreiber and J. Semmelrock   

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 7/7/03.
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

PRESENT TO SPEAK
Rob Hisey was present to discuss the Town Meeting and Public Hearing to be held on Tues. July 22nd.  Mr. Hisey asked if the meeting was to be at the Town Hall and if the Board had considered that there might be more people than usual?  Mr. Hisey asked if there were any plans to move the meeting?  First Selectman Patton commented that there are no plans to move the meeting.  Mr. Hisey asked if it would be possible for the Board to give him how much was spent on attorney fees for the ordinance?  First Selectman Patton commented yes if the bill is in; it is about $100-200.  Mr. Hisey commented that he would take $500 as the amount.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

DISPOSITION OF DOT LAND   
Peter Anderson, chairman of the Conservation Commission and other members of the Conservation Com. were present to discuss a piece of property on the northwesterly side of I-84, about 26,572 square feet on Village Hill Road.  This property belongs to the State and the State has asked if the Town is interested or not in the purchase of this property.  The Conservation Com. recommends that the Town show interest.  People who live next to the property have an interest in purchasing this.  Mr. Anderson commented that if the Town owned that land they could possibly make an exchange with those people for an easement on their property.  This would connect to 10 acres that the Town owns.  
SELECTMAN ELDREDGE MOVED TO SEND THE TOWN’S INDICATED INTEREST IN THE PARCEL.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

PUBLIC WORKS
Lynn Nicholls, Supervisor of Public Works, commented that there is an opening in Public Works for the Assistant Transfer Station Operator/Labor.  The rocks on Mirtl Road were moved; they haven’t found who is stealing signs.  The sweeper is working and chip sealing will start soon.  Lynn commented that she would prefer to put the new heating system in the middle of the garage.  First Selectman Patton commented that it is better where it is; the blower will work better.  Lynn commented that they are working on the Center School parking lot.  Selectman Lewis asked how many more parking spots will there be?  Lynn said 17 more spots.
TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $5.76 TO BRIAN DREISCH.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

APPOINTMENTS
FIRST SELECTMAN PATTON MOVED TO RE-APPOINT CLAUDIA D’AGATA TO THE HOUSING AUTHORITY, TERM EFFECTIVE 8/1/03 TO 8/1/08.
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

First Selectman Patton commented that we received a letter from the Republican Town Committee recommending Peter Latincsics for the alternate position on the Planning and Zoning Commission.
First Selectman Patton recused himself and left the meeting.
SELECTMAN ELDREDGE MOVED TO APPOINT PETER LATINCSICS AS AN ALTERNATE ON THE PLANNING AND ZONING COMMISSION.
There was no second to the motion.
MOTION FAILS.
First Selectman Patton returned to the meeting.

GOOD & WELFARE
Peter Latincsics asked if the moderator has been selected for the Town Meeting?  First Selectman Patton commented that the Town Meeting picks the moderator.  First Selectman Patton commented that the Senior Center application is in Inlands/Wetlands for next Monday.  The Village Hill Bridge will be done in a couple of weeks.  The stormceptor on the north side must be put in; it is a glorified catch basin.  Selectman Lewis asked if it would have to be dug out?  First Selectman Patton replied yes, it should be in on Friday and then the guardrails and the rest of the pipe.
 
SELECTMAN LEWIS MOVED TO ADJOURN THE MEETING AT 6:55 P.M.
Selectman Eldredge seconded the motion.
